South African Breeding Laws & Regulations
Breeding animals in South Africa is not a casual activity. It is governed by national legislation, provincial ordinances, and municipal bylaws. As a breeder, you are legally obligated to comply with all applicable laws. Failure to do so can result in fines, criminal prosecution, and the confiscation of animals. Below is a comprehensive overview of the legal framework every breeder must understand.
Animal Protection Act (No. 71 of 1962)
The cornerstone of animal welfare law in South Africa. It makes it an offence to overwork, ill-treat, neglect, or cause unnecessary suffering to any animal. Breeders must ensure that all animals in their care are properly housed, fed, and receive adequate veterinary attention. Penalties include fines and imprisonment.
NSPCA Enforcement Powers
The National Society for the Prevention of Cruelty to Animals (NSPCA) is empowered under the Animal Protection Act to inspect any premises where animals are kept. NSPCA inspectors can enter breeding facilities, seize neglected animals, and initiate criminal proceedings against non-compliant breeders.
Municipal Bylaws
Most South African municipalities regulate the number of animals that can be kept on a property, zoning restrictions for breeding operations, and noise pollution from kennels. Before establishing a breeding operation, check with your local municipality for specific regulations in your area.
Consumer Protection Act (CPA)
The CPA applies to the sale of animals. Buyers have the right to receive goods (animals) that are of good quality, suitable for their intended purpose, and free from defects. Registration Bodies
Legitimate breeders in South Africa register with a recognised governing body that sets breed standards, maintains pedigree records, and enforces ethical breeding practices.
- Kennel Union of Southern Africa (KUSA): The primary registration body for dog breeders in South Africa, affiliated with the Fédération Cynologique Internationale (FCI). KUSA registers pedigrees, licenses breeders, and governs breed standards. All KUSA-registered breeders must comply with a code of ethics that limits breeding frequency, mandates health testing, and requires proper record-keeping.
- South African Breeders and Breeders Society (SABBS): An alternative registration body that provides pedigree registration and breeder licensing. SABBS maintains its own breed standards and code of conduct for breeders.
- The Cat Federation of Southern Africa (CFSA): For cat breeders, CFSA provides breed registration, show licences, and breeder standards aligned with international cat federations.
Breeding Welfare Standards
South African law and registration bodies impose strict standards on how breeding must be conducted:
- Breeding frequency: Female dogs may not be bred on consecutive heat cycles. KUSA rules state that a bitch may not produce more than six litters in her lifetime and may not be bred before 18 months of age or after 8 years of age.
- Health testing: Breed-specific health screenings must be performed before breeding. Common tests include hip and elbow scoring (for large breeds), eye examinations (ECVO), heart screening, and DNA testing for hereditary conditions.
- Microchipping: All puppies must be microchipped before sale. The Identification of Animals Act requires permanent identification for traceability.
- Vaccination: Puppies must receive at minimum their first vaccination (typically at 6 to 8 weeks) and a complete deworming programme before leaving the breeder.
- Record-keeping: Breeders must maintain records of all breeding activities, including mating dates, litter registrations, health test results, and buyer details.
- Sale contracts: A written contract of sale is strongly recommended and should cover health guarantees, return policies, spay/neuter agreements, and breeding restrictions.
Who Can Become a Breeder on PetGuru?
PetGuru is selective about who we allow on our platform. We are not a general classifieds site, we are a trusted pet community. To register as a breeder on PetGuru, you must meet the following minimum requirements:
- Active registration with KUSA, SABBS, CFSA, or an equivalent recognised breeding body
- A physical breeding premises: no intermediary or broker operations
- Breed-appropriate health testing performed on all breeding animals
- Ethical breeding practices: compliance with breeding frequency limits, proper socialisation of puppies, and age-appropriate rehoming (no puppies under 8 weeks)
- Willingness to be verified: you must be prepared to submit documentation and undergo our verification process
- Valid South African ID or business registration
Not registered with a kennel body? There is a narrower second route. Instead of a certificate you prove the litter is genuinely yours: we issue you a code, and you photograph the parent dogs and the puppies with that code and the date written on paper, add a short walkthrough video of where the animals are kept, and send proof of address. The bar is stricter: anything less than a flawless litter-proof check goes to a human reviewer, and you earn an Identity-Verified Breeder badge rather than the Registered Breeder badge, so buyers can tell the two apart. If you breed seriously, register.
How to Register on PetGuru: Step by Step
Joining PetGuru as a verified breeder is straightforward. Our onboarding process is designed to be thorough but not burdensome, and most applications are reviewed within 48 hours.
Create Your PetGuru Account
Sign up with your email address at petguru.co.za/register. You will receive a verification email to confirm your account.
Select "Breeder" During Onboarding
After verifying your email, our onboarding wizard will ask you to select your role. Choose "Breeder" to unlock breeder-specific profile fields and verification options.
Complete Your Business Profile
Fill in your business details including your kennel name, physical address, contact information and the breeds you specialise in. We ask outright whether you are registered with KUSA or SABBS: answer yes and you enter your registration number here. Add a compelling description of your breeding programme and experience.
Verify Yourself (usually with no uploads)
Give us your SA ID number and we validate it, storing only a one-way hash, you do not need to send a photo of your ID. Then prove the business is yours in whichever way suits you: a code on your website's DNS, a one-time code on your public social page, or your vet confirming you're a client with one click. Adding your animals' microchip numbers to your listings is the single strongest thing you can show a buyer: we cross-check every chip against all other listings and accounts on PetGuru, your vet can confirm the chip in one click, and our AI traces chip numbers on the open web to catch cloned or stolen ads.
The one document we do ask registered breeders for is your KUSA or SABBS certificate (JPG, PNG or PDF), which we check and then display on your profile. Everything else is optional unless we specifically ask. Breeders on the Identity-Verified route send the litter-proof set described above instead.

Our verification team reviews your submission. We review your KUSA or SABBS certificate with AI document analysis and human eyes, cross-check the details against what you submitted, and may contact you for additional information. Most applications are processed within 48 hours.
Get Verified & Go Live
Once approved, your profile carries a badge naming exactly what we confirmed, along with your verification level from 1 to 5. You don't have to wait to start writing: you can prepare your listings as private drafts while we review, and publish them with one click the moment you're approved. Your profile appears in our breeder directory with full business details, and buyers can contact you through our secure inquiry system.
Our Verification Process: What Makes PetGuru Different
Verification is a ladder of five levels, climbed at your own pace. Each level you reach shows buyers something specific, and everything beyond your trade's own paperwork is optional:
- 1. Contact confirmed Confirm your email address and phone number.
- 2. ID number on file Give us your SA ID number. We check it and keep only a one-way hash, never the number itself.
- 3. Credentials confirmed Add your registration number or certificate (KUSA, SABBS, SAVC, NPO or CIPC).
- 4. Independently corroborated Have someone outside PetGuru back you up: your vet, an official register, or Live Litter Proof on a litter. This is the one rung documents cannot earn, however many you send us.
- 5. Photo ID confirmed Optional, and the biggest step: add your ID document and a selfie so we can match them. Only do this if you are comfortable.

Verification is the backbone of PetGuru. Unlike other platforms where anyone can post an ad and claim to be a breeder, PetGuru requires proof. Our multi-step verification process ensures that every verified breeder on our platform is legitimate, ethical, and accountable.
What We Check
- Registration validity: We validate your KUSA, SABBS, or CFSA registration number by matching it against your uploaded certificate, read with AI document analysis and confirmed by manual review.
- Breeding facility standards: We may request photos of your breeding premises to check that animals are housed in clean, spacious, and appropriate conditions.
- Health testing documentation: Where provided, we review health clearances for your breeding animals (such as hip scores, elbow scores, eye certifications, and DNA tests) appropriate to the breed.
- Breeding frequency: We may ask for your breeding records to check compliance with KUSA's limits on litter frequency and lifetime litters per dam.
- Identity verification: We validate your South African ID number and check it for reuse across accounts, storing only a one-way hash, no photo of your ID needed. We only ask for an ID document and a selfie if something specific raises the stakes, such as a large payout or a report against your account, and we tell you why.
- Ongoing compliance monitoring: Verification is not a one-time event. We periodically review verified breeders to ensure continued compliance. Complaints from buyers are investigated and can result in loss of verified status.
AI-Powered Fraud Detection
In addition to manual review, every breeder application is processed through PetGuru's AI verification engine: a proprietary system that analyses submitted data to detect fraud, scams, and high-risk patterns before a human reviewer ever sees the application.

Identity Cross-Referencing
Your South African ID number is mathematically validated and checked for reuse across multiple accounts. We store only a one-way hash of it. Your phone number, email, and registration number are screened for duplicates and alias patterns that signal multi-account fraud.
Document Analysis & Cross-Check
Uploaded documents (your SA ID and KUSA/SABBS/SAVC certificates) are read by AI vision to confirm they are genuine documents of the expected type. The ID number, name, and registration the AI reads are then cross-checked against what you submitted, flagging any mismatch.
Address & Location Verification
The submitted business address is geocoded against Google's mapping data to confirm it corresponds to a real, physical premises. The system flags PO boxes, private bags, and addresses that cannot be located.
Selfie-to-ID Face Match (only if we ask)
We do not ask for this when you sign up. If something specific raises the stakes, such as a large payout or a report against your account, we ask for an ID document and a selfie and compare them one-to-one using AWS facial-recognition technology. We tell you the reason, keep only the result, and never build a facial database.
AI Content Moderation
Every image uploaded to PetGuru (profile photos, puppy pictures, facility shots, and listing images) is automatically scanned by AWS-powered recognition technology that detects and blocks inappropriate, explicit, or offensive content. This ensures our platform remains safe, professional, and family-friendly for all users.
Behavioural Pattern Detection
The AI analyses registration patterns, account creation behaviour, and submission timing against known scam signatures. Rapid account creation, copy-paste descriptions, suspiciously low pricing, and other red flags are scored and weighted.
Fraud Probability Scoring
Every application receives a composite risk score based on all analysed data points. Low-risk applications proceed to fast-track human review. Medium-risk applications are flagged for detailed manual inspection. High-risk applications are automatically escalated or rejected, protecting the platform and its users.

- Health information: Detail the vaccinations administered, deworming schedule, microchip status, and any health screenings performed.
- Pricing: Set your price per puppy. Be transparent and include what is covered (registration papers, starter pack, health guarantee period).

Handling Inquiries
When a buyer is interested, they submit an inquiry through PetGuru's secure messaging system. You receive a notification and can review the buyer's profile before responding. This protects both parties and creates a record of communication.

- Be upfront about pricing and what is included in the sale
